Looks like EGH-19211 Rose Headdress from 2001, but with ribbons instead of roses. According to the Wayback Machine, Moitié did release a "Ribbon Headdress" in 2001, but there's no picture. Assuming this must be it. - in comparison to headdresses of other brands, this is pretty stiff - the "body" is probably equipped with some kind of wire - features a little metal comb on the backside - the picture of the offwhite version was taken from PG
