[Design notes] Decorated like the waves with a ruffle at the hem, and delicate lace with a torsion spring to mind. Ruched chest is a very cute look! Because large variations in color, it would be cute to be twins with a friend.

[Enterer notes] Featured in GLB #4. The measurements were not given on the item page in the Angelic Pretty webshop. There are stock photos of another version of this dress which doesn't have the partial row of lace above the main row of lace on the skirt. I'm unsure if one version is just a sample, or if they are two editions of the same dress from different years.
